Given the presence of the word Meta in the error, it would appear that this is MetaProducts Download Express, or some variation thereof. The error seems to indicate that the file simply cannot be found. You'll want to contact the vendor for the proper way to call the application with the necessary arguments. One general troubleshooting approach is to just open a command prompt and try to get it working that way before you put it into a batch file and then call it with an agent.
